Central City

The Lunnaegans had always lived in a big central clearing in the woods, and when they kept growing in numbers they soon realized that there would not always be enough space in the area where they lived. They also knew that staying close together in a central area would deplete the forest of its natural resources. They started a scouting group (which would later evolve into the guarding and messenger factions) to find other outcroppings of spaces where the Lunaegans could live without harming the wildlife and nature present. As they found these other suitable locations,  they reported them back to the highest ranking of the central city. After approval, small groups of Lunaegans were slowly sent out to start a new settlement. They decided to have their first settlement be the main one and to set up the individual settlements all in the same way.

Settlement Hierarchy

The different locations that they settled in created a hierarchy similar to the hierarchy of the central city. These settlement leaders and the highest ranking of the central city would meet up annually in the central capital to discuss the needs of their settlements and how their settlement was doing. This process proved to be very functional and thus became the new political structure for their way of living. They use this occasion to ensure that the Lunaegans keep connected to their roots and stay in contact with each other. Any progress and developments made that year by any of the factions were shared and distributed to each of the settlements. All of this is done to ensure that the settlements stay true to how the Lunaegans initially survived and keep looking out for each other.

Messengers

Most Lunaegans will only ever live in the settlement they are born in unless they become a messenger. The messaging system is an important pillar of society and any errors or failures of this faction can have dire consequences. Therefore, this faction has the longest period of training of them all. Having predicted that the splitting of the population would make the Lunaegans more vulnerable to attacks from predators the highest ranking insisted on the creation of guards in each settlement as protection.

Guards

The guards have the duty of the settlements safe, as well as maintaining order for those who live in the settlements. If anyone starts doing things for their gain or otherwise against the rules, it is the task of the guards to bring this to the attention of their highest ranking. They then bring up the issue with the other highest ranking of the settlement to see about the course of action. The highest ranking guard is tasked with getting the individual in for questioning so they can explain themselves, as well as the guard who brought the issue to light. This is done in an open meeting so that anyone in the settlement can bear witness. The justice system works with a one-warning system before the individual is given an actual punishment. These punishments can range from having to regain the trust of the settlement to full banishment from society depending on the severity and history of the Lunaegan.
